When a party has ballot access, it becomes a permanent option on the ballot and people can register for your party, Czarny said. It serves as a good indicator of a party’s ability to gain support, he added.

“But beyond that, their problem as well as any problem for any candidate is voter apathy,” Czarny said. “There are some people that just don’t vote at all, which is quite sad because people often forget that local elections have more of an impact on your everyday life.”

“Primaries are usually one of the lower turnout elections, and it can go any way if there is a motivated electorate to come to the polls,” Czarny said.

He also warns voters not to expect to stop to vote on their way to work.

“Polls are open from noon to nine,” Czarny said. “It’s a little different from general election day. Normally on general election day they’re open from six a.m. to nine p.m. On primary day, they’re only open from noon to nine.”

He developed a reputation inside the party as a diligent worker who knew even the most arcane rules of procedure, said Tim Carroll, who chairs the city Democratic committee.

“He’s long been a go-to person for party people, to answer question about the process,” Carroll said. “People respect him for his knowledge and the fact that he’s been in the trenches.”
